Implementation of the Biocidal Products Directive for New Active Substances
Manufacturers of new active substances must produce a full dossier, including all test reports and the risk assessment to man and the environment. These data must be submitted to the Rapporteur Member State who, in cooperation with all other Member States, will decide if the active substance will be entered onto Annex 1 or not.
So far, this process has been started for biocidal active substances that have been notified for product type 08 (wood preservatives) and 14 (rodenticides).
If, following review, an active substance is included on Annex 1, then authorisation of individual products containing that active substance can occur. If inclusion in Annex 1 is not possible, then products containing that active substance can no longer be placed on the EU market.
